GOETIS (working title)
Goetis is a universe currently being fleshed out, inspired and loosely based off of the Lesser Key of Solomon. The setting is an alternate universe divided into 'worlds' arranged into a ladder scheme.
The three tiers are separate worlds with its own residents, each with separate awarenesses of sister tiers. The best analogy would be a megacorporation with an elevator activated by access cards; varying 'employees' have varying access rules. Each tier has its own duties, similarly to those of normal countries, with slight differences between the overworld and underworld alone.
The OVERWORLD has all access to sister worlds at will, but it is majorly dominated by residents with a lofty attitude who freely choose not to mingle with residents of other tiers.
In the rare case of migrating residents, all memory of being in the Overworld are lost when moving permanently to either sister world.

THE SURFACE is inhabited by mortals that will never see either tier, except in circumstances where the resident meets specific pre-requisites to be promoted or demoted to corresponding worlds.
On promotion or demotion (see: memory) the resident loses all memory of their life as a surface resident, and it is the duty of governing officials of either world to manage their transportation.

The UNDERWORLD is, as its name suggests, the bottom-most tier, though not necessarily the one held in least regard. A mix of lesser demons and higher demons (possessing more human appearances) reside here.
